Formation ($13,765)
The Child Abuse Council, later changed to Child Abuse Prevention Council (CAPC), was formed in 1976 by the Sacramento Jr. League and the Community Services Planning Commission (CSPC). With a first year budget of $13,765, CAPC developed a:
- Speaker's Bureau
- "It's Not Easy" brochure
- Media Campaign
- Board of Trustees
- Purpose Statement and Goals, and
- The Children's Commission
Early Years 1977-1979 ($13,000-$30,000)
Other activities included:

- Multidisciplinary Teams (3 county-wide)
- Sexual Abuse Committee (Special D.A. unit)

CAPC also sponsored the Sacramento Child Abuse Treatment Program, Parent Support Program, Parents Anonymous and advocated for Emergency Response and trained the County Counsel District Attorney.
Lean Years 1980-1983 ($31,000)
1980 to 1983 were lean years. CAPC's budget was $31K which provided a halftime coordinator and a halftime secretary. CAPC survived with Junior League support and donations and in 1982 incorporated. Jan Stohr, Marie Marsh, Karen Taranto, Jerry Plummer, Pauline Buck and CSPC volunteer consultant, Carolyn Marmaduke, served as the incorporation committee. Revival Years 1983-1984 ($32,000)
With a budget of $32K, 1983 to 1984 were revival years. We lost a coordinator position but managed to keep a halftime secretary. Judge Gualco, Marie Marsh and Jerry Plummer covered administration and programs from their offices. Jan Stohr, Marie and Jerry wrote a proposal to the County Children's Trust Fund and were awarded $25K. CAPC hired a halftime Coordinator/Executive Director.

CAPC developed organizationally from 1984 to 1986 and CAPC's budget expanded from $47K to $146K.
Fund/Administrative Development was enhanced by:
- Hiring a full-time Executive Director/CEO
- Increasing staff to 6FTE
- Developing autonomy by moving into office space
- Being designated by the Board of Supervisors per AB 1980 as Child Welfare Services' Advisory Council in July of 1986
- Establishing CSUS internships, and
- Developing an operations manual and individual project reports.
CAPC concentrated on Board Development by:
- Increasing participation
- Developing a Fund Development Committee to assess funding patterns of the Community Based Organization "Tax Bill". The Children's Trust Fund Campaign was birthed.

In 1985, the California Legislature passed AB 1980, which provided statutory authority for a child abuse council in each county, designating them with the responsibility and authority for:
- coordination of agencies,
- public awareness,
- training,
- recommendation for improvements and
- facilitation of community support.
This legislation further stated that the County Board of Supervisors shall provide funding through the Children's Trust Fund for these purposes.
And lastly, CAPC began to expand Program Development, Training, and Community Education by:
- Adding School Education and Advocacy Task Forces
- Expanding Speakers' Bureau to include professional Cadre of "loaned" community agency personnel

By 1987, CAPC had become an institution with a budget of $298K with 9 paid staff which included two new positions of business manager and a research consultant. The board established an Annual Awards Banquet and continued their Children's Trust Fund campaign.
